<p>[Hoping,Eager,Hopeful] to [avoid,keep away from,stay away from,steer clear of,evade,circumvent,get around,get out of,dodge,duck] asking [property,land,estate,acreage] owners for [road,street,highway] millage, Hamilton Township [Supervisor,Manager,Administrator,Superintendent,Controller,Overseer,Director,Boss,Superior] Carl Druskovich will be heading to the Van Buren [Road,Street,Highway] [Commission,Committee,Authority,Agency,Board] to try to work out a [deal,contract,agreement,arrangement,treaty]. </p>
<p>The township, facing [dwindling,declining,decreasing,diminishing,deteriorating,falling] road [funding,backing,support,subsidy,money], has held four [public,community,municipal] meetings on what to do [about,concerning,regarding,on the subject of,with reference to] roads, prompting [discussion,debate] about [options,choices,alternatives] such as [reducing,dropping] <a title="dust control" href="http://www.dust-control-inc.com/blog/index.php/dust-control/">dust control</a> applications and extending the [amount,total] of time between seal-coating of roads. “Nobody was in support of any of those ideas,” Druskovich said. </p>
<p>The township gets about $40,000 [annually,each year] from the road [commission,authority,committee,administration], but has to [match,equal,counterpart] every $1 from the [county,region,district] with $3 in [local,community,district,regional,area] [funding,backing], the [supervisor,manager,administrator] said. “We need to have a lower match from us,” Druskovich said. </p>
<p>The township board hopes to get the road commission to agree to a 50-50 split on funding projects. </p>
<p>The board also [discussed,talked about] the [option,alternative,choice] of [seeking,looking for] voter [approval,endorsement,support,authorization] of a millage to [fund,finance,subsidize] road work. A levy of 1 mill, or $1 for every $1,000 of a property’s [taxable,assessable] value, [would,could] [generate,TAKE] up to $65,000, according to the township.</p>

			<content:encoded><![CDATA[<p><img style="border-top-width: 0px; display: inline; border-left-width: 0px; border-bottom-width: 0px; margin: 0px 10px 10px 0px; border-right-width: 0px" title="image" src="http://dust-control-inc.com/blog/wp-content/uploads/2009/12/image8.png" border="0" alt="image" width="150" height="75" align="left" /> The Nevada Department of Environmental Protection conducted a public hearing Wednesday to hear community concerns on the NDEP&#8217;s recommendation to approve a permit that would allow Bango Oil to discharge up to 5 million gallons of treated effluent annually.</p>
<p>The discharge area is uphill from the Carson River and near the Truckee Canal and has a general groundwater depth as high as 16 feet.</p>
<p>Tom Clark, director of governmental affairs and public relations for Bango, said the company requested this permit as a part of a Special Environmental Project issued by the NDEP.</p>
<p><span id="more-287"></span></p>
<p>Clark said the NDEP issued the project when Bango Oil assembled equipment prior to being issued an expansion permit. He said Bango officials thought this was permissible as long as the equipment was not operated, which was inaccurate. The NDEP issued a partial fine and special project.</p>
<p>The project, a water treatment facility, will allow Bango to clean water used in its operations to state standards, which Clark said is not drinkable but clean. Clark said this would also reduce trucks on Bango Road by 85-90 percent, resolving some resident concerns about traffic. Clark said the water will be used for <a href="http://www.dust-control-inc.com" target="_blank">dust control</a> and general clean-up on Bango property.</p>
<p>Community members primary concern was that water containing harmful chemicals would seep into the area&#8217;s well water and possibly into the Carson River and Truckee Canal.<br />
“I oppose this permit,” said resident Veto Quilici. “I oppose anything that will allow treated chemical to be pumped onto the ground. We don&#8217;t know what this will do. If the bureaucrats allow this they will be sorry in the future.”</p>
<p>Many attendees have been involved with previous odor complaints against Bango Oil and feel this will further damage their quality of life.</p>
<p>“I can see Bango Oil from my <a title="home" href="http://www.dust-control-inc.com/blog/">home</a>, I can smell it, I don&#8217;t want to bathe in it,” said resident Holly Bute.</p>
<p>Clark said these concerns are not based on evidence and NDEP Public Information Officer Jill Lufrano confirmed testing showed all chemicals were treated and harmless.</p>
<p>“The Nevada Department of Environmental Protection would never allow us to put water back into a source that would be so heavy it would contaminate their drinking water and the Carson River,” Clark said, adding comment about the chemicals. “It&#8217;s another one of those unscientific allegations. If there were, the NDEP would never let us go forward.”<br />
President Ernie Schank of the Truckee Canal Irrigation District said he trusts the state and county would not allow a permit that could effect their water systems.</p>
<p>“To my knowledge it&#8217;s not going to affect any of our facilities,” Schank said.</p>
<p>Another concern attendees voiced was the request for a 14,000 gallon maximum discharge per day when the facility only needs to discharge 1,000 gallons for operations.<br />
“This permit will write Bango Oil a blank check,” said resident Lorraine Griffin. “What is to stop them from bringing in oily water from outside sources?”</p>
<p>Clark said originally Bango Oil wanted to make the water available to the county for any use, so Bango applied for a larger amount of discharge, but the county rejected that offer. He said it would take too much time and money to amend the maximum and could possibly send Bango back to the beginning of the application process. Still, he said there are no plans to use that maximum.</p>
<p>“They said it (trucking in water for treatment) would be so tremendously expensive, it wouldn&#8217;t be worth it,” Clark said.</p>
<p>Many residents also expressed fear of a lack of oversight if Bango receives the permit, pointing out the application states it is Bango&#8217;s responsibility to provide some environmental information to the NDEP.</p>
<p>“You&#8217;re expecting Bango Oil to tell you what they&#8217;re doing,” said resident Dave German. “They&#8217;re not doing what they&#8217;re saying.”</p>
<p>Lufrano said the NDEP is going above and beyond because of complaints. She said the NDEP is requiring Bango to install a ground water meter to alert the NDEP of contamination, and she said NDEP will do at least two-three visits per year, and more the first year, along with at least one unannounced visit to collect samples.</p>
<p>“The NDEP&#8217;s got us under a microscope,” Clark said. “If we do anything they have not permitted us to do, they are not going to be happy with us. If the NDEP sees us watering anything other than our property, the NDEP can come out and shut us down.”</p>
<p>Residents also suggested solutions. Some suggested continuing to truck water out, and others said they would feel better with strict oversight and regular environmental testing.<br />
County Manager Brad Goetsch asked the NDEP to research why lined evaporation pools were not being used. Goetsch said lined pools were installed originally, and the county and Bango approved them, but the NDEP removed them.</p>
<p>Clark said that decision was made by the NDEP for fear the ponds were a source of the odors.</p>
<p>Chief John Palm of the Bureau of Water Pollution Control informed the audience their questions would be answered after the final decision was made. Attendees said they felt placated.</p>
<p>“We&#8217;re sick of it,” said resident Richard Wideman. “We&#8217;re tired of these meetings night after night &#8230; It seems like this is just to appease these people — to have another meeting before saying yes.”</p>
<p>Others said they are taking their issues with Bango to large media outlets and the governor, who oversees the NDEP.</p>
<p>“They&#8217;re not going to listen to us,” Quilici said. “These bureaucrats will do whatever they want.”</p>
<p>Lufrano said she understands people are concerned, and there is a lot of confusion about the process. But she said comments are taken into consideration and all questions are looked into prior to the decision even though answers are not distributed until after.</p>

<p>New rules to reduce miners’ exposure to <a title="coal dust" href="http://www.dust-control-inc.com/blog/index.php/category/coal-dust/">coal dust</a> will be proposed within a couple of weeks, according to the nation’s top mine supervisory body.</p>
<p>Joseph Main, the new head of the federal Mine Safety and Health Organization, said he has long thought there is “a need to lower the intensity of unhealthy <a target="_blank" title="dust" href="http://www.dust-control-inc.com/blog/index.php/category/dust/">dust</a> in mines,” and he indicated that a new, wearable <a href="http://dust-control-inc.com" target="_blank">dust control</a> monitor that can continuously measure miners’ contact to <a title="coal dust" href="http://www.dust-control-inc.com/blog/index.php/category/coal-dust/">coal dust</a> may be part of the new rules.</p>
<p>“A mechanism has been built, it has been tested, I’ve worn it myself. It works,” Main told the media in a meeting call Friday. “It’s a tool we can now utilize to help fix this dilemma of unhealthy <a title="coal" href="http://www.dust-control-inc.com/blog/index.php/category/coal/">coal</a> mine <a title="dust" href="http://www.dust-control-inc.com/blog/index.php/category/dust/">dust</a> that has plagued miners.”</p>
<p>That dust can cause deadly black lung, which has killed more than 21,000 miners from Kentucky and other <a title="coal" href="http://www.dust-control-inc.com/blog/index.php/category/coal/">coal</a>-producing states since the mid-1980s.</p>

<p>High concentrations of dust also can be an explosion hazard.</p>
<p>Main, who first worked in coal mines when he was 18 years old, is a former head of the United Mine Workers of America’s Occupational Safety and Health Department.</p>
<p>Safety advocates had expressed hope that under his leadership, MSHA would be aggressive about implementing new coal-dust exposure rules.</p>
<p>In May, before Main was nominated by President Barack Obama to run MSHA, the agency announced that it intended to look at a new rule on dust &#8211; but not until 2011. That timetable upset safety advocates, who said MSHA was moving too slowly.</p>
<p>Main suggested Friday that that timetable will be revised in the coming new set of laws.</p>
<p>“I think you will see a comprehensive plan on ending black lung unveiled,” Main said. “We’re going to do everything we can to speed up the process here.”</p>
<p>Tony Oppegard, a Lexington, Ky., attorney and former state and federal mine regulator, welcomed Main’s comments as good for miners.</p>
<p>“The respirable dust program has been an abject failure for decades,” he said. “Hopefully, this is a step in the right direction.”</p>
<p>The dust-exposure limits set in 1977 were intended to end black lung among miners. But Oppegard said another generation has worked in the mines since those rules took effect, and the disease persists.</p>
<p>That’s evidence the system has not worked, for whatever reason,” he said.</p>
<p>Main’s former union said it was looking forward to seeing MSHA’s proposed regulations.</p>
<p>“This issue has been on the back-burner at the agency for far too long,” UMWA spokesman Phil Smith said in an e-mail. “With the frequency of black lung once again on the rise in the coalfields &#8211; including among younger miners &#8211; it’s important for MSHA to take swift, aggressive action so that we can end this scourge once and for all.”</p>
<p>Luke Popovich, spokesman for the National <a title="Mining" href="http://www.dust-control-inc.com/blog/index.php/category/mining/">Mining</a> Association, said in an e-mail that “industry has been working with MSHA, NIOSH (National Institute for Occupational Safety and Health) and labor for years to refine dust monitoring devices.”</p>
<p>MSHA last month asked the <a title="mining" href="http://www.dust-control-inc.com/blog/index.php/category/mining/">mining</a> industry to provide input by mid-December on the use of the dust monitors.</p>
<p>Under the current dust-monitoring system, a miner wears devices that note exposure levels on a cassette. The cassette is removed at the end of a shift and sent to a laboratory for analysis. Results at times can take weeks.</p>
<p>The new monitor would record dust levels as the miner works and show instantly whether the dust is reaching unsafe concentrations.</p>
<p>The current exposure limit for coal dust is 2 milligrams per cubic liter of air. The National Institute for Occupational Safety and Health suggested in 1995 that the limit be reduced to 1 milligram.</p>
<p>In 1998, The Courier-Journal published a series of articles detailing widespread cheating by mine operators, aided by miners, to conceal deadly coal-dust levels.</p>
<p>But MSHA did not issue a new rule under then-President Bill Clinton, nor did the agency act during the presidency of George W. Bush.</p>

<p>ACE will provide labor, supplies, materials, supervision, transportation, and equipment to repair, maintain, or build asphalt or cement roads, parking lots, runways, taxiways and shoulders at the bases and range. </p>
<p>An <a target="_blank" href="http://www.nellis.af.mil/shared/media/document/AFD-070507-031.pdf">environmental assessment report</a> [pdf] on Nellis and the test range prepared by the US Air Force in May 2007 noted that unpaved roads on the USAF facilities contributed to air pollution in the region.</p>

<p>According to the <em>Draft Environmental Assessment for the Integrated Natural Resource Management Plan at Nellis Air Force Base and the Nevada Test and Training Range,</em> there is a concern about air pollution and <a title="dust control" href="http://www.dust-control-inc.com/blog/index.php/dust-control/">dust control</a> at the facilities:</p>

<p><em>“Exceedances in particulate matter are due to the release of <a title="dust" href="http://www.dust-control-inc.com/blog/index.php/category/dust/">dust</a> from construction, unpaved roads, and unprotected soil surfaces….Some air pollutants are released during the explosion of ordnance….Movement of vehicles along gravel and unpaved roads also results in the release of <a title="fugitive dust" href="http://www.dust-control-inc.com/blog/index.php/2010/04/fugitive-dust/">fugitive dust</a> in localized areas.”</em></p>
<p><a target="_blank" href="http://www.deq.state.ne.us/Publica.nsf/0/48b60f1d4f66c38e05256c55007724ce/$FILE/ATTOKTDY/02-125.pdf">Fugitive dust</a> [pdf] is fine particles that can carry heavy metals and cancer-causing organic compounds into the deepest and most susceptible part of the lungs. The smaller the size of particles matter, the farther it can travel into the lungs and get trapped in the air sacs, causing an inflammatory response that increases the potential for respiratory disease and heart attack. </p>
<p>The work being performed by ACE should help lessen the risks from <a title="fugitive dust" href="http://www.dust-control-inc.com/blog/index.php/2010/04/fugitive-dust/">fugitive dust</a>. The contract has a base year with the option to extend it up to 4 additional years. At this time, $100,000 has been obligated. The 99th Contracting Squadron at Nellis Air Force Base manages the contract (FA4861-09-D-A010).</p>
